The standard DOS text format is ASCII. Just give them a text file that isn't
made with any word processing file but is a standard ASCII text file... they
should be able to read that.
The normal output from Protel 99SE for pick and place, is available in 3
option, CSV or comma delimited

The number one reason for losing the ability to open either PCB or
Schematic files within Protel is file association problems. Protel's
authors didn't like the idea of sharing, (MIO) so they conveniently
demanded sole ownership of the file extensions .pcb and .sch
You have likely lost the .pcb
One thing to check is your printer selection. Open a schematic (or text file) and
make sure the selected printer is the same as your default printer. This happens
fairly often around here ( 14 schematic seats and 3 PCB seats ). Its worth a try.

Two things come to mind that you might try.
First - make sure your printer driver is current. There have been numerous
problems that have been traced back to the printer driver.
Second (and not so obvious) - the video driver may be causing the crash. I
had similar problems a long time

relevent permissions and settings sorted out on my machine. I eventually got W2K
