We're working with the same configuration and have noticed similar effects. I
think the cause is either Protel that occasionally doesn't close properly or,
more probably, a crash of Protel during work.

However, to repair this I usually  delete the *.ldb file in the same directory
as your project library. It seems that this temporary file stores the login and
protection information of the database.

BTW, does the locking mechanism work properly? I always have to unlock the files
before beeing able to save them, even if I locked them myself! In earlier
versions I was able to save the files I locked myself without first having to
unlock them. This, in my view, would be correct. Or even better an automated
locking/unlocking (i.e. automatically lock a file when something was changed and
unlock it when saved) feature!
