I'm not really sure about your process, but the rotation whilst moving
should be easy.
Left click drag the component and use your shift bar to rotate in 90
degree
steps.

Hi
I was without the hole size editor for several months, then I lost x-y
coordinate display for library editing only. The only solution for me was to
completely uninstall all things Protel / client / pcb etc.. Then clean up
the registry getting all program references removed. And finally
The drill size editor was on Protel's download page. can't help on the
others.

That is only if your rotation step is set to 90 degree. Mine is 45 degree.
