What kind of mirroring are you actually talking about?
horizontal or vertical?

And how are you creating your PCB footprint?
should be with pin 1 (of say a DIP) in the upper left hand corner

Then when you place the footprint on the top layer of your board pin 1 will
again be in the upper left hand corner.  If you place it on the bottom layer
of the board then pin 1 will now be on the upper right hand corner.  If pin
1 is ever in a lowre corner then you have rotated the component before
placing it.

You haven't really given much information to go on, so we're really all just
guessing at what it could possible be.
