I accept a passive pin driving an input in the rule matrix. It 
happens all the time - series termination resistors cause it, 
connector pins cause it - it's a normal part of a design, and 
doesn't merit a warning, let alone an error. 
(However, I do not accept, under any circumstances, an 
unconnected pin. That's a warning, cleared if necessary with a 
No-ERC)
