Codruta ====================== FOR IMMEDIATE RELEASE: February 11 2005 Energy embarrassment for the EBRD London (UK)/Kiev (Ukraine) -- CEE Bankwatch Network has today taken up its concerns with the President of the European Bank for Reconstruction (EBRD), Jean Lemierre, that the EBRD is violating its own environmental policy by failing to use renewable energy for the supply of the electricity to its London head office. In contrast, the World Bank announced at the end of last year that it will purchase renewable energy for all the electricity usage in its Washington headquarters. [1] The EBRD's Environmental Policy states that, "In its internal operations, the EBRD will pursue the best practices in environmental management, including energy and resource efficiency, waste reduction and recycling. The EBRD will seek to work with suppliers and subcontractors who follow similarly high environmental standards. These issues will be taken into account in EBRD's headquarters and Resident Offices." [2] However, during recent public consultations which have been taking place across Europe as part of the EBRD's preparation of its new energy policy, bank staff admitted that they do not currently use any of the UK's renewables schemes to power its City of London headquarters. Bankwatch is one of a broad range of national and international non-governmental organisations engaged with the EBRD in discussions that it is hoped will lead to the bank's future energy lending in the eastern Europe and central Asia developing along more sustainable lines. Yury Urbansky of CEE Bankwatch Network commented, "This unfortunate oversight from the EBRD begs a few questions about its credentials for sorting out our region's unhealthy dependency on fossil fuels and nuclear energy. The EBRD ought to rectify things at home but more fundamentally, if noises from within the bank about wanting to increase energy efficiency and decrease excessive emission levels across eastern Europe and central Asia are to be made credible, the EBRD also needs to rectify its overall energy lending practices. Public lending for damaging mega projects such as the Baku-Ceyhan pipeline and, potentially, the Sakhalin II project in the Russian Far East must be consigned to the recycle bin of history." Between 1991 and the 2003 the EBRD committed over EUR 3 billion in the energy sector, of which EUR 200 million has gone to energy efficiency and renewables projects. The EBRD is accepting comments to the existing energy policy until the end of March and the new policy will be drafted shortly thereafter. This draft will then be open for commenting for 45 days before the subsequent adoption of a new policy by the EBRD Board of Directors which is expected to take place in the summer.
