[protobuf] Pypi version of protoc version 2.4.1 seems to be missing files

There are actually two problems: 1) The source of protoc on pypi here: https://pypi.python.org/pypi/protobuf/2.4.1 is missing a lot of the files that are found here: https://protobuf.googlecode.com/files/protobuf-2.4.1.tar.gz 2) I get a compile error when trying to build the source from the
