windows compiler?

What steps will reproduce the problem?
1. Download and install protobuf 2.4.1 or 2.5.0 win32 binaries and install
them
2. Try to compile a .proto file which imports
`google/protobuf/descriptor.proto`
What is the expected output? What do you see instead?
I expect that it compiles correctly, but instead I see
`google/protobuf/descriptor.proto: File not found.` and more errors caused
by the failed import after that.
What version of the product are you using? On what operating system?
2.4.1/2.5.0 on Windows 7 64 bit
