New issue 516 by hebi...@gmail.com: How to use descriptor.proto with the windows compiler?

What steps will reproduce the problem?
1. Download and install protobuf 2.4.1 or 2.5.0 win32 binaries and install them 2. Try to compile a .proto file which imports `google/protobuf/descriptor.proto`

What is the expected output? What do you see instead?

I expect that it compiles correctly, but instead I see `google/protobuf/descriptor.proto: File not found.` and more errors caused by the failed import after that.

What version of the product are you using? On what operating system?

2.4.1/2.5.0 on Windows 7 64 bit
