As someone whose dev infrastructure is isolated from the internet, it would  
be great to download an official jar, like I can with most apache commons  
projects.

You can find it in the Maven Central Repository:

It's official and we will push a jar package there for every release.

Use maven as suggested in the README.TXT
I just did this and it worked fine to build my own jar
-rw-rw-r-- 1 kkuehl kkuehl 450509 Feb 21 15:02 protobuf-java-2.4.1.jar

I agree with you; that this project lacks a JAR is disappointing. Even  
though it says it has lots of dependencies, this JAR works:
