There are various javadoc errors when building with Java8 (which is stricter 
with syntax) that prevent the build succeeding. This causes issues when doing 
things like updating the website (which contains the javadoc) or deploying 
using the apache-release profile (which includes deploying javadoc).

The javadoc needs tidied up so it builds on Java 8 (and 7). We should also add 
a check job in CI that verifies the javadoc has no errors when building with 
Java 8, since the main jobs all use Java 7.
