For one, the proton README strongly suggests that it is in the business of buildiing and installing the bindings. Indeed, it already does install the complete python binding. For two, I don't think lots of little source distributions is much benefit. At any rate, the state we're in now, where one can reasonably expect from the documentation that this will work (and by luck of the draw does or doesn't language for your language), is no good.
