1,000 mph == ITAR regulations, so this board, like all COTS GPS
receivers, wil just stop updating the position data when it exceeds the
limit.

And, like the Jupiter board, we hope that this board will continue to
output raw measurement data despite the location message lockout, which
means we can make our BPF not care if it can accept pseudoranges. But of
course, we won't know until we fly it :)
