Unfortunately, I don't think there is one. In OS 9, we could actually click
drag on the track and move it. Voiceover won't let us do that for some reason.

Unless I'm missing something all you half to do is to do a mouse down on the
track and then navigate to where you want to drop it to in the tracks table and
then do a Mouse UP and bang its moved! :)
As I always say the tracks table must be resized to the right 30% for this to
work.
