Check the group list, and make sure there aren’t any active groups. There’s a
default group which includes all tracks, which may be enabled. I don’t usually
do a lot with groups since I do aux buses for grouping functions, so I may be
mistaken, but it’s worth checking out.

First of all, it really depends on how you have things routed. Generally
though, don't do this from the track list table. You need to actually
interact with the track itself, then find the volume slider. It'll
usually be one VO+right arrow past the mute button.
