transport, use the down and up arrows to create the in and out points, stop the

Scrubbing is certainly best done with a scrub wheel on a physical control
surface. That said, it is possible to scrub with the mouse although it is
grossly inefficient. For what it's worth, you can route the mouse pointer to
the VO cursor when you're focused on, say, the mute button

I recall many years ago with a very old version of Pro Tools you could use
the mouse to scrub. I was able to use this
