Peak would generally be set to infinite, yes.

Make sure you've set your metering correctly in the metering tab of the 
Preferences dialog. Keep in mind that the options are arranged in rows and 
columns so, if you read from left to right, you'll encounter radio buttons that 
seem to duplicate but they're referring to the category listed above. Make sure 
you are displaying gain reduction meters as well. Interact with the track in 
the Mix window to make sure that VoiceOver sees the meters in the first place. 
Only then can you use the Flo Tools Inspector shortcuts while focused on the 
track and not while interacting with the track.
