Hi Stefan,
Make sure no other windows are blocking the Mix window. Use VO+f2f2 to ensure 
this.
Show only the track you wish to check.
Make sure the track is scrolled into view.
Maximize the screen.
Hide unnecessary inserts and sends.
Make sure the track’s output and compression settings would theoretically yield 
gain reduction, otherwise, the meter wouldn’t display results to begin with.
Check the meter settings in the Preferences dialog.
Those are the things I can think of off the top of my head.
