Should the rule be rewritten or would this go with a clean?

I am trying to use the libjpeg library from code that is an external
source project.
I have added the source as a custom option in the Kconfig and it
builds and installs fine without jpeg support.
Then I want to link against the libjpeg but I kept getting the cannot
find -ljpeg . I used
