UNITED  PEOPLE  POWER   Inc.
Victoria
Monday, April 23, 2001
From :
Doug  Harrison, UPP,
Victoria.
Greetings,
 An
official ‘INVITATION’ follows.

First I make a personal
request for YOU to attend.
But even further I ask of
you to get a car load of your friends, or better a bus load, to this special
occasion.
I believe this to be one
step in the process of getting Australia back on its
feet.
In WW I, my grandfather and his generation
fought for freedom under the British Empire; by WW II my father and his
generation fought for our nation and freedom. Under bloody sacrifice they
repelled the invader, and hence you and I enjoyed our childhood and young
adulthood in a free society.
We took it for granted – but no longer !
Over the last 30 years or so
we have rapidly regressed into a murky backwater. Our youth suffers the worst
suicide rate in the world and in history; drugs run amok; gambling and sport
further dope our minds; pornography and violence blight our children’s
inexperienced minds and we wonder why near 50 % of their marriages will fall
apart.
Governments, federal or state will not
solve our problems – they’ve been active in creating them !    Our parliaments will not
either - for the jingling of shekels warps the politicians minds,  money has corrupted principle, courage
and morality; and our High Court of Australia has, on several occasions,
declared that our freedoms through Magna Carta and the Bill of Right 1689 no
longer bind our courts or parliaments.
These are the very freedoms
that our parents fought for in WW I and WW II.    LEST  WE
FORGET.
The only people that will
solve the problem is us. YOU & I - don’t expect someone else to do it for
you.
UNITED we stand, divided
we will suffer:    But
worse, the consequence for our children and grandchildren will be servitude and
slavery if we don’t unite as a people and bring about the changes
required.
I will be there – I will not
forget my forebears efforts for freedom and I will think of the future we  leave for our descendents,-

NERO FIDDLED
WHILST  ROME  BURNT
WILL WE  CONTINUE  TO
FIDDLE WHILST  AUSTRALIA  IS
BURNT  TO  THE  GROUND  ?
I  REQUEST  that  YOU  MAKE  EVERY  REASON  TO
BE  THERE  WITH  YOUR  FRIENDS.
Your fellow
Australian, Doug Harrison,

___
In 1688 The English people, having been subjected to oppressive
government declared a Declaration of Right, which led to the enactment of The
Bill Of Rights in 1689.
The Declaration of Right set out a list of wrongs and a claim to have
the wrongs put right.  Just such an
Australian declaration is planned for May 6, 2001.
On the 6th
May 2001,  Australia will
start to celebrate the original sitting of the Federal Parliament that was held
at Exhibition Building in Melbourne. The celebration starts with a Parade  “Our Nation on Parade” through the
streets of Melbourne on Sunday 6th
May 2001.
On this day at 2 PM at the front of the Exhibition Building a modern
declaration of right will be proclaimed. This is an essential project that
demands the support of every true Australian, as such,  I recommend it to
you and look forward to your support.
INVITATION
FOR YOU
TO BE PART OF A ONCE IN A THOUSAND YEAR EVENT
At the
entrance to Exhibition Building Melbourne 2 PM on Sunday 6 May 200
DID YOU
KNOW THAT?
YOU NO LONGER HAVE A LEGAL
CLAIM TO RIGHTS OR FREEDOMS ?
DID YOU
KNOW THAT?
the Rights, Freedoms and
Protection from oppressive government that we inherited with Magna Carta and The
Bill of Rights, have been held by the High Court to no longer be binding on
Australian governments ?
HAVE YOU
NOTICED THAT?
hundreds of thousands of
Australians are being destroyed by the “system” through “executive” decisions,
excessive taxation and other bad laws, all oppressively supported by  the Courts, — laws that are in fact
crimes against the people ?
DO YOU
REALISE THAT THINGS CAN ONLY GET WORSE?
if we do nothing,  and that you to will soon be caught up
in this destructive program, if you are not already caught ?
WE NEED
YOU TO BE PART OF THE CORRECTION PROCESS:
First, you need to
understand that people numbers are critical in this process — we need you and
your family and everybody you know to be there to demonstrate to the
powers-that-be,  that we have had
enough.   We need you all to be
present at the front of the Exhibition Building at 2 PM on Sunday 6-May 2001 to
hear and witness the proclamation of the
 Australian  Declaration  of
Right
2001.

No doubt you recall the following message.
I did see some TV coverage of the Fire Ant problem on Monday night
5-3-2001 TV news, but failed to gather from it government's determination
to rid us of this pest immediately. We wait, but not patiently, to hear about
the plan of attack and also that the government will pick up all costs
involved.  The TV said that individual business were about to be ruined by
this pest,  You government allowed it to happen,  so you pay,
even if it's out of your pension cheque. Please keep us informed of the
immediate progress or otherwise.

Demand:1. that all imports including empty containers,
bulk materials and all    other cargo on all ships and
aeroplanes be properly quarantined  wherebyall possibility of entry of
pests is eliminated.2. that all possibilities of the entry of Red Fire
Ants or any other pestand/or diseases such as foot and mouth, mad cow etc,
be eliminated.3. That the Red Fire Ants presence be absolutely contained
within the sitewhere they have been discovered.4  That all
possibilities that may have been the cause of the entry of theRed Fire Ant's
enter in to Australia be immediately ascertained and alllike circumstances
around Australia be advised to report on their positionin regard to the
import of this ant.5. Initiate a nation wide alert to be on the lookout
for and report thepresence of the Red Fire Ants.6. Make it the
responsibility of all individuals involved in imports ofall kinds and by all
methods of transport to keep a watch for and report onthe presence of any
insect or any object not actually a legitimate part ofthe import.7.
Make it clear that the presence of introduced insects or diseasesbecomes
everybody's responsibility to report and that it is the
governmentsresponsibility to effect immediate elimination,  at
government cost8,  that it is the responsibility of government to
report to the public ifprocedures are not immediate put in place to contain
and eliminate theproblem reported.9. That immediate action be taken
to eliminate the Red Fire Ants found inQueensland and that no expense be
denied to this elimination.10. That regular weekly reports on the
progress of the elimination processbe made available to the Australian
public via the popular media.11. To take whatever action is required at
government expense toimmediately contain and eliminate the Red Fire
Ant.Ken' report follows:Late Television News channel 10,
Saturday the 24th of February 2001.The news reader stated that Red Fire
Ants the species from South Americahave been found near a sea-port in
Brisbane Queensland. The Ant species (Solenopsis invicta) is a stinging
ant and has a stingsimilar to a wasp or bee and can kill or cause
hospitalisation with alarge number of stings. The ant migrated into
the United States through Texas and has spreadthrough agricultural farming
areas causing many workers pain and sufferingwhen they swarm and
bite.A recent disaster program on television showed a huge flood in a
region ofthe U.S. where people had to climb trees to avoid being washed
away, wellthey were sitting ducks when the Fire Ants hitched a ride on
leaves andsticks and then climbed the trees where the people were hanging
onto trees,to avoid being swept away, they all were bitten by the Fire
ants. The Fire Ant builds a nest underground and may have a mound on
thesurface, the queen may be found anywhere to 18 -20 feet underground or
5.4metres.Australia must quarantine imports before they are released
onto the main land and any trade liberalisation policies like
Globalisation mustbe looked at for the damage this policy can do when the
quarantineinspection service is either downgraded or under funded as a

PUBLIC NOTICE   Urgent
attention required  6
March 2001
United People Power current Activities and our
VICTORIES.

 10 March
2001.
 Repeal GST
Alliance Rally at Blacktown 10 am to 12 Midday.  Fluscombe Road, next door to Council
Chambers or the Bowman Hall in Campbell St.
The Repeal GST Alliance rallies have already produced
major results.
Since we informed every sitting member in both Houses of
Parliament on the 1st February of the Parramatta Resolutions, which
set out our plan to target all sitting members and as a result,  their seats are in jeopardy, they have
immediately responded with concessions.
Remember the response in both Houses was immediate; over a
week before the WA election when the nightly news provided proof of the
immediate and developing revolt in the parliament.  Do not fall for the media spin that it
is all a response of the WA and Qld Election results. The response is
from sitting members on all sides of politics.
We have found their Achilles’ heel.  Let us now turn up the heat.  The Blacktown Rally will give us the
next opportunity to do just that, so it is important that all within reasonable
travelling distance be there on the 10 March at 10am.
What has flowed from the Repeal GST rallies follows:
1. The
delaying of BAS form filling (Clayton’s concession) simply because the work
still needs be done and if it is not done daily, or at worst weekly, it will
always be impossible to do.  All
this will do is trap the unwary.
2.  The abandoning of the February fuel
tax increase. A token gesture that MAY save us about 70 cents on a tank full
of fuel.  But it complies exactly
with Parramatta Resolution 4, calling for the cancelling of the February
increase in fuel excise.

3.
Parramatta Resolution 5 called for the repeal of CPI
adjustments to fuel excise and was delivered in exactly the form demanded, as
was resolution 4.  This will
save fuel users hundreds as it cancels the six-monthly increase that would have
added about 6 cents a litre to fuel costs, which is the very reason the tax on
fuel is now two thirds of the pump price of fuel.
4. Getting
government to implement exactly what we demanded via the Parramatta Resolutions
is by no means a token gesture.
This is a major break through and to have this delivered within a
month is outstanding.
5. The 10 March
Rally will see additional resolutions passed.  Number one will deal with halving the
fuel tax, which will save about 28 cents a litre.  This will not be a token gesture but
real savings and one required to give our economy a boost.
6. Number two
will see a resolution to repeal the law that made it necessary to introduce the
GST in the first place, (because government was raising less and less revenue by
accepted means, due of tax avoidance by all the big earners and foreign
corporations).
It is important that you make the effort to participate in
the Blacktown Rally, because numbers give weight to the resolutions.
Constitutional Activities.
The Sydney four day Constitutional Convention (Nov-Dec) was a
major success which saw over two hundred amendments to the Alternative Three
(A3) Draft Proposed Fresh Constitution.
It is now an even more powerful document.  The next A3 Constitutional Convention
will be held in Melbourne on 31 March – 1 April next.  Everybody is welcome as all A3
Conventions are totally public affairs.
Venue:  St Hildas
College, Melbourne University, College Crescent Parkville Vic. 9.30 am to 5.30
pm both days.  Morning and afternoon
tea provided.  Bring own lunch.
Report on other activities.
 Petitions to
Queen sent off late June 2000.
No reply whatsoever.
All in the to hard, or ‘I dare not intervene’ basket, it would
appear.
Petitions to the Parliament assembled, still
collecting signatures, until we have the signatures of a majority of the
electors these have no real value.
The Repeal GST Alliance rally resolutions have produced a far better
result.
Radio Licence:  We expect a decision this month, but
then, last December was the date.

Our thanks to all the people who have assisted with any or
all of the above projects.
The project that got immediate results was the
Parramatta Rally Resolutions.  We
need your help to extend the result to

Greetings,

Copies of two current media releases follow, at first glance they may seem
the same but they are not. If you live near Sydney we would be pleased to
see you at the rallies. Numbers are critical if we are to be successful.
Regards Joe Bryant.

Media Release From: Repeal GST Alliance.

Swindlers SaturdayRally

In honour of the Australian Federal Government - who don't have a
mandate for a Goods and Services Tax and who aren't listening to the people.
The Repeal GST Alliance declared Saturday the 1st of July 2000.

 SWINDLER'S SATURDAY
  Global Swindlers Tax

The next Swindlers Saturday rallies will be held on Saturday 20th and 27th
January 2001, Sydney Town Hall Square at 2.30 0n both Saturdays.

The people demand to be unchained from the GST and the high price of fuel.

The last Swindlers Saturday rally held in Parramatta on 9 December seen the
passing of 7 resolutions. These resolutions will be put to both the planned
Sydney rallies to reinforce them.

The resolutions propose that -- failing the repeal of the GST and the
half-yearly increases in excise that we will campaign to put all sitting
members last on the ballot paper at all future elections until the
parliament complies with these two demands.

The threat of placing the sitting member last should have all sitting
members clambering for the repeals in the party rooms.

The reality will leave them all without their well paid jobs and the parties
without the 32 million electoral funding.

Hitting the politicians in the hip pocket and threatening their jobs will be
giving them a little of their own back for a change.

Late January is a crucial time to register our protest because of the
February tax deadlines and the planned February CPI increase in Excise.

The next two Swindlers Saturday rallies will be held on Saturday 20th and
27th
January 2001, Sydney Town Hall Square at 2.30 on both Saturdays.

A nation wide threat to place the sitting members last should have all

This eventuality will leave them all without their well-paid jobs and the
parties without the 32 million electoral funding they usually enjoy.

Hitting the politicians in the hip pocket by threatening their jobs will be
giving them a little of their own back for a change, a long overdue outcome.

Late January is a crucial time to register our intention because of the
onerous February tax deadlines and the planned February CPI increase in
Excise.

Greetings,

REMINDER

Rally Parramatta

If you are sick of paying around the $1 litre for fuel.
If you run a small business and your turnover is down.
If you are sick of being an unpaid tax collector.
If you are opposed to fuel prices going up in February.
If you are a consumer on a fixed income and have found that you now don't
have enough to go around, then you have
a need, a duty to yourself to join in the march and rally.

1982 crude oil price was $45 a barrel, petrol was 37c per litre
2000 crude oil price is $30 a barrel, petrol starts at 93c per litre

The tax take at the bowser is 65% of the bowser price.
If your fuel is costing $1.00 per litre the tax component is 65cents.
This makes petrol 35c a litre this is consistent with the crude oil costs.
Diesel is even a bigger ripoff.

Interviewing shop keepers in Parramatta through the week we found sales down
as much as 50%. Many retailers have absorbed the GST and the costs of
complying but it has made no difference to the drop in sales. Retailers
repeatedly told us that up to 70 hours was required to collect the
information required to comply with GST paperwork. The result work harder
for less.

Australia is now well and truly on the skids, are you going to sit by and
let it slide into poverty? We need your help and we need it now. Regards
Joe Bryant.

Apologies for delay in following this through. The sign-on letter
attracted in one week about 500 signatories representing 140
organisations, many of which provided formal corporate endorsement. Copie=
s
of the letter were personally delivered to the Chair of the MAI
Negotiating Group and to John Howard's office at Parliament House. To
date, over $1000 in donations have been received towards advertising the
issue in The Australian.

Listers seeking more info on the MAI can access most of the pros and cons=

from the Australian site http://www.avid.net.au/stopmai

Now, my responses to Albert's remarks.

Albert Langer wrote on Saturday 17 October:
[quoting the top MAI sign-on letter]
|
|We consider the draft Multilateral Agreement on Investment (MAI) to be
|damaging to Australians' sovereignty and parliamentary independence. We
|urge that it not be proceeded with.
|
|The purpose of the MAI is to regulate governments as a means of
|liberalising investment. The draft MAI treaty unacceptably elevates the
|rights of transnational corporations above those of elected governments,=

|communities, citizens, workers and the environment. This is totally
|unacceptable.
|
|[AL]
|Why do you support national sovereignty and Parliamentary independence.
|Why not "One World"?

Australians possess sovereignty under our constitution. As citizens of th=
e
world, we are still awaiting it. The MAI counterpoises the rights of
multinationals against the rights of citizens. At this time, I would
choose the laws of the Commonwealth as a basis for regulation of
development and exploitation rather than the interests of the world's
wealthiest corporations.
|
|Essentially the MAI establishes complete "free trade" between
|nations in the same way as Federation established it between the
|Australian States. That meant the elected governments of the
|Australian states lost their right to regulate trade between the
|States. Of course this was mainly of interest to the people who
|conducted such trade - namely capitalist corporations, as is the
|case with international trade today. But it broke down artificial
|barriers between the people of different states and established a more
|modern and less provincial nation.

The same has happened in Mexico under the paradigm NAFTA. The effects
include transfer of many jobs from the US to Mexican workers who are paid=

1/30th of the rate paid to former US workers. For some reason, emigratio=
n
of Mexicans to the US has not declined in popularity. NAFTA allows the
unimpeded passage of capital across the border but not (as under our
Federation) freedom of human passage. Your analogy is therefore not very
apposite.

|Why resist the natural extension of that same process, which has already=

|occurred in the European Union? Why not push for world government rather=

|than "State rights"?

In my case, I go for minimal government and maximal citizen participation=
=2E
If it can be demonstrated that world government is feasible and promises
more efficacious participation, I might consider it. I'm not yet ready t=
o
choose world government by IBM, Nestl=E9, MacDonalds and their ilk.

|[BJ]
|MAI negotiations have been conducted by governments representing the 29
|OECD countries, which are the richest countries in the world.
|Participation of non-OECD countries and organisations representing the
|interests of workers, consumers, farmers, the environment, social
|justice and human rights has been minimal.
|
|[AL]
|Much the same could be said of the negotiations between the States at
|Federation. Why not push for wider involvement in building a global
|society rather than resisting that inevitable development?

The anti-MAI coalitions are indeed proposing a global society--but one
founded on established principles of sustainable ecology, human rights,
democracy, etc, rather than the primacy of money and usury. I'll be happ=
y
to email a copy of our alternative "Citizens' Public Trust Treaty" to
anyone on request. It could be said that the market forces of our ideas
are in competition with those of the greedy few who are promoting the MAI=

To obtain full information about the MAI negotiations, and the way in whi=
ch
the proposed treaty is aimed against labour conditions, environmentsl
conditions, social infrastructure and democracy, the following are
excellent sites. It is useful, in debating issues like MAI as distinct
from pseudo-revolutionary posturing, to know what one is talking about.
