I just realized that we were both using the wrong URL for the v3 of Puppet 
Forge API. Here is the command that works:

puppet module --module_repository 
http://repository:forge-repo@localhost/v3/releases install 
puppetlabs-ciscopuppet

You have to specify the name of the repository as basic auth credentials. Our 
documentation [0] on this is brief and should probably be expanded.
