The state tables are the result of some configuration action from the user (e.g. moving streams to another sink) so they should be considered configuration, as it is not terribly bad when that files dissapear, just a bit annoying. You really want to change the profile of the card. This can be done in several ways: gnome-volume-control, pavucontrol, pactl or directly in /etc/pulse/default.pa. So the solution Lennart was suggesting is not a workaround, but one of the ways to configure pulseaudio to do the thing you want. Please tell if this solves your problem. The stream is killed, not the pulse client. If you want flash killed, just use top/killall/gnome-system-monitor or something similar. We have module-cork-on- phone to do this automatically for specific cases it might be applicable, for instance. In general, we try to model pavucontrol to be like the internals of pulseaudio, and those are such that every stream has a mute/unmute state and not something like solo.
