Actions come in many flavours:

 * Ones that change the systems
 * Ones that request status or data about the system
 * Ones that interact with systems like sysctl as pure information retrieval etc
 * Ones that can expose sensitive information and ones that dont
 
And many more, we should allow actions to be classified into set categories so 
that consoles like the PE console can use information in their RBAC
