Target version deleted (2.7.x)
As the 2.7.x line is winding down, I am removing the target at 2.7.x from
tickets in the system. The 2.7 line should only receive fixes for major
problems (crashes, for instance) or security problems.

the DACL contains an ace that grants it `FULL_CONTROL`.

This seems somewhat related to #13249. But I'm not requesting full ACL support;
just that by default Puppet be able to write to the directories/files it
creates.

[MSDN says](http://support.microsoft.com/kb/120929), The system account's
permissions can be removed from a file but it is not recommended. I believe
that's basically what Puppet is doing.
