I've observed over time that puppet sometimes doesn't fetch/apply the latest 
catalog updates. I'm not sure why this is but I've caught it by a comprehensive 
nagios plugin for puppet I wrote a couple years ago. In situations where this 
occurs, you might also find it when you do a puppetd --test and see a bunch of 
old changes that haven't been previously applied now being applied, leaving the 
question of why they weren't applied ages ago.

I'm pretty sure this has been a long standing bug, I've observed it from 0.24.8 
through to 2.7 but haven't bothered reporting it in past years since it's 
difficult to reproduce and puppetd --test "fixes" it.

Has anyone else had noticed anything similar?
