The PR is merged to the semver gem, and a new release of the gem is available on rubygems. Not sure what to do with this ticket as there is nothing in it specifically for Puppet - other tickets are about adding the gem to the AIO and removing the vendored stale version of the gem.

Ping Chris Price & Kylo Ginsberg - not sure yet if there is a diff between puppet server and ruby master or if this is a general problem if manifests have the wrong permission / are unreadable. Also not sure if it is a caching problem or not.

I'm not sure I agree with using lastrunreport for writing out a temporary file we want to use. We've talked about lastrunreport providing a contract for where to find the last reported run of Puppet. Adding a 2nd path introduces a new semantic, saying you can look in either of these places for the last run; but if we write it out as a temporary, it's not really available in the 2nd location. 
I'd probably feel more comfortable adding a new setting like runreport. However, if that seems confusing we can make the multiple path semantics on lastrunreport work, but it needs to preserve all the existing semantics and mode enforcement. Let puppet run and setup the puppet.conf to point at puppetdb. 
Then, enable reporting: 
 class  { 'puppetdb::master::config': puppetdb_server => "puppetdb.example.com", manage_report_processor => true, enable_reports => true, }

Indeed, from a bit of testing in Debian 8, it seems that this is an apt limitation. AFAIK there's not much we can do, as I don't believe we can guess the release field.

lib/semver was added to puppet to handle version checking for faces in 72abe6ce7 in July 2011. Later that year, the PMT was moved from a separate repo, https://github.com/puppetlabs/puppet-module-tool into core puppet beginning in 0c611869. Then later PMT was modified to use lib/semver in 62f89c4b3. Then much later PMT was modified so that it could do dependency resolution client-side, and that's when semantic was added 6fa68b54a.
I don't know why lib/semver wasn't deprecated/removed at that point?
There is one non-PMT related use of lib/semver in puppet:

lib/puppet/provider/service/upstart.rb:require 'semver'

Also there is a monkey patch for Range that would be great to remove also.

Unless there's a better way than yum list for us to find out whether a package is virtual, I don't think we can do much to fix this without regressing on handling of virtual packages. The Semantic::Version class does not implement eql? or '==' which, when using Ruby versions >= 2.3.0 means that when compared using '==', it ends up in '<=>'. That method simply assumes that it's argument is a Semantic::Version which of then fails when a version is compared to something else. Example:

Managed to get it working, the puppetdb module appeared to have pulled in the latest java version as a dependency which on xenial is 1.9. 
Fixed it with.

For now, it looks like there's a workaround - refresh the yum cache in between adding a new repo and trying to install packages from it.
