Seen with puppet version 3.8.6 and 4.3.2, on different iMacs. The issue seems random, as it works fine on some iMacs but not on others. 
bash-3.2# puppet resource user Error: Could not run: undefined method `empty?' for nil:NilClass 
bash-3.2# puppet resource user puppet Error: Could not run: undefined method `empty?' for nil:NilClass 
bash-3.2# puppet resource group puppet group  { 'puppet': ensure => 'present', gid => '495', }
