 It would be good to have something which automatically backs up this directory as we see a support case where someone has deleted their CAdir every few weeks. Lacking that no putting the CAdir in the same place as the ssldir would be a good step. While we have worked to change the docs to say customers should move this dir there is advice elsewhere on the internet saying to delete it.Customers who do not have a backup are faced with a pretty big task of rekeying all of their agents. While bolt can help with this if the customer has setup ssh keys(many do not or do not want to), tasks in PE can't because they rely on this same SSL infrastructure.

 From a few hours of investigation, the puppetserver appears to track translation repositories from compile to compile, but either "forgets" about the locale after each compile, or must have the locale initialized in EVERY thread individually.Some technical details:- {{Puppet::GettextConfig.initialize_i18n}} checks {{translation_repositories}} before initializing {{FastGettext.locale}}, and thus only initializes the locale once ever (see https://github.com/puppetlabs/puppet/blob/5.3.2/lib/puppet/module.rb#L427-L446).- {{FastGettext.translation_repositories}} are a class variable. According to the FastGettext readme, {{FastGettext.locale}} must be initialized once per thread: https://github.com/grosser/fast_gettext#3-choose-text-domain-and-locale-for-translation- The locale should be negotiated at every module load, contrary to what this says: https://github.com/puppetlabs/puppet/blob/5.3.2/lib/puppet/gettext/config.rb#L83-L84 (watch out for performance implications) but the translation repositories should only needed to be loaded once. We are going to explore refactoring the gettext initialization code to skip the logic around {{available_locales}} and {{FastGettext.locale}} in favor of just setting {{FastGettext.default_locale}} to the system locale directly, since {{default_locale}} is not thread local, unlike {{FastGettext.locale}}. That library should already handle the fallback cases from this configuration (though we will be writing tests to verify this, [ticket to be filed]). In order to avoid breaking other users of GettextSetup, we will likely be implementing most of this directly in Puppet as gettext utils, and drop our runtime dependency on GettextSetup.

Can you explain a bit more what the error you saw was, and why this change fixes it? This part of the codebase is central to how puppet works and hasn't changed in many years so I'm surprised there would be a new problem with it.

 The  " base "  service  provider  for the Service resource  would  previously  fail  with a stacktrace  if the  `ps` command produced  process line for  any  output that did  given service contained UTF-8 characters and puppet was  not  conform  running in UTF-8, causing service checks  to  the character encoding that the Puppet agent was using  fail .  Bytes that don't compose  puppet will now attempt  to  convert the PS output to UTF-8, and on failure force  valid  interpretation by replacing invalid  UTF-8  are now removed from `ps`  characters with replacement characters. This allows puppet to correctly match the running UTF-8 service in PS  output  before  to  the  result is searched for matching command names  managed service name .

There were new tests added to facter recently that cause Catch to try and fail to print a boost::optional. Here's an example from the most recent run on el7: https://jenkins-master-prod-1.delivery.puppetlabs.net/job/platform_puppet-agent_pkg-van-ship_daily-master/BUILD_TARGET=el-7-x86_64,SLAVE_LABEL=beaker/197/console

Release Notes Summary:
 
 Previously, puppet was unable to effectively manage the SELinux file context without restarting the puppet service due to an infinitely cached default context for each file. Now puppet will clear this cache after obtaining it. This does come with a performance cost for managed files on an selinux-enabled host. If users discover that the performance cost is too great for their individual environment, setting selinux_ignore_defaults => true in the file resource or as a default for file resources will disable the behavior that incurs the performance cost - namely, whether puppet will try to manage SELinux labels automatically.

Calling Facter.flush to clear out resolved values during unit testing does not seem to work in Facter 3.6. Facter.clear does, but then affects the ability to get correct coverage reports from tools like SimpleCov, as Facter.clear reloads the entire fact, not just clearing the value. 
I have put a very simple reproducer here: https://github.com/seanmil/facter_flush_reproducer 
If you run it initially with Facter 3.6.6 two of the tests fail, due to Facter.flush not clearing out a previously resolved value from the prior test run.

It seems that code in https://github.com/puppetlabs/puppet/blob/master/lib/puppet/indirector/indirection.rb#L177 is incorrect. I suppose,  
 def allow_remote_requests? terminus.allow_remote_requests? end 
should have been something like 
def allow_remote_requests? term = terminus(cache_class) term.allow_remote_requests? end 
Found this while debugging more complex issue with Puppet master on OpenIndiana.

removing the calling_module pseudo variable in favor of "use the module layer" is very short sighted and actively breaks perfectly nice and valid configs, please undo. 
First off - as long as the hiera thingie runs in compat v3 mode, it should work, no matter what puppet version, as its part of v3. 
Then, even when using v4 or later, it should work. The module layer is NOT an option to replace what calling_module gave. The module layer is for the module author, which, in many cases, is NOT the one maintaining the local puppet. Using calling_module variable in hiera enables a LOCAL module layer of config option, that is entirely independent of the things that the module author wants to do. 
My practical example: I do have a 53layer hierarchy here, with widespread use of calling_module included. The biggest user of that are the firewalls and sudo modules, in which, as you may guess, we locally configure the firewall and sudo entities for the machine. Which are highly dependent on our local environment. So nothing at all the module author ever wants (or needs to) resemble. Their hierarchy basically boils down to "nodename, osfamily, common" and is fine for configuring things like executable and config file path entries. 
Our hierarchy includes tons of layers of local definitions derived from variables (function of machine, network name machine is in, custom facts adapted to our env, etc. pp). This is NOT at all representable with the 3 shallow levels now offered. It does not belong into the module, as its not from the module author, it is not

Before merge, a green acceptance run of the merged result is needed.

Marking as blocked by BOLT-185 since the addition to bolt should be made before removing the functions from puppet.
