We need to figure out where this testing happens so we know the scope in which this code needs to be able to run. A lot of our newer testing utilities are necessarily only available internally. It appears we need to keep the ec2 logic executable externally as well. We should also check to see if we can make this logic available for multiple components that require it (i.e., puppet and maybe also pxp-agent). Eventually it should be moved into beaker-puppet, but only in a form that has been deemed required. Once there, we'll be able to reuse it for multiple components. This eventual goal should be kept in mind for this initial work. We should replace the logic in 00_EnvSetup.rb that installs these runtime components from system packages with the runtime archive. But we still require the full SHA in order to find the build data file.
