We should standardize on one method. Whoever pulls the ticket try to optimize experience here. Maybe require more arguments and consolidate key-word arguments into a single options hash. Specifically if there is a params hash or arguments array then require those always. Everything else belongs in options hash. We have made an optimization such that all modules listed as dependencies are searched before searching through "all others". If optional dependencies are added those needs to be treated slightly differently since they may not exist, but should have higher priority than "all others". If not doing this, it could mean a performance degradation for finding things in modules that were made optional.
