I defer to a principle engineer about principles That's reasonable, especially if we actually fix this in P7.

How about: puppet_gem provider installs into Puppet gem provider installs into system ruby Caveat: The gem provider on Windows installs into Puppet's ruby. To manage gems in system ruby, specify the path to gem.cmd as the command parameter. In Puppet 7, the behavior will be changed so it's not necessary.

My guess is it's because puppet manages the file permissions differently if it's creating the file vs managing permissions on an existing file.

Release Notes Summary:
Previously puppet incorrectly parsed the output of "pip freeze" when it reported package versions using the arbitrary equality operator "===". As a result, puppet would think the package wasn't installed, and try to (re)install it during every puppet run.

When a Class has a failed dependency, every individual resource in the class generates a notice level message about the dependency failure and a warning level message about skipping the resource, as well as a skip event in the report.  This can generate a large number of messages and a large report if there are many dependencies, or multiple layers of dependencies. If possible, all of the skipped resources should be collapsed into the containing class and the messages and skip event should be done at the class level. It looks like the most recent work on this was done in PUP-3930 and commit 32e2bf2.
