Add puppet db config to your PM: 
 class  { 'puppetdb::master::config': puppetdb_server => "puppetdb.example.com", } 
Let puppet run and setup the puppet.conf to point at puppetdb. 
Then, enable reporting: 
 class  { 'puppetdb::master::config': puppetdb_server => "puppetdb.example.com", manage_report_processor => true, enable_reports => true, } 
A subsequent puppet run adds the reporting config to the puppet.conf file, but reports are not sent to puppetdb until puppetserver is restarted - shouldn't this happen automatically?

Thanks for sorting that. 
I'm using a nightly of puppetserver: puppetserver-2.2.2.stable-0.1SNAPSHOT.2016.01.17T0324.el6.src.rpm, with puppet agent: puppet-agent-1.3.2.293.gc593caa-1.el6.x86_64 
But the problem still exists. Can you confirm whether this should be fixed in puppetserver? Or is it just in 'puppet master'? I'm a little confused about how the version numbers of puppetserver align with the versions of puppet master, so I'm not sure if the fix should have made it into puppetserver yet?

Is this available in the nightlies? 
I installed the latest puppetserver - "puppetserver-2.2.2-0.1SNAPSHOT.2015.12.10T0216.el6.noarch". But the bug still appears. 
There doesn't seem to be a nightly 'puppet'. The directory is empty:
