As no one else had a chance to look at it, here is how I solved and found a 
work around.

The issue was the rubygems rpm which is  part of rhel-x86_64-server-optional-6 
channel, that my servers were not subscribed to.

Either enabling the channel, or installing that rpm would resolve it.

After installing ruby, ruby-libs, ruby-shadow and facter using yum when I try 
to install puppet into brand new system I run into following issues.
