I guess the first odd thing is that if a setting doesn't exist anywhere (and a [main] section exists), a new [main] section is added at the bottom of puppet.conf. This happens with each invocation, so after calling puppet config set 3 times, there are 4 [main] sections in puppet.conf. Users are still wasting time running puppet config print and being confused when the settings don't match what they expect. The issue is even worse since the ticket was reported as a number of settings still exist in puppet.conf for configuring master settings but aren't honored by puppet server. IMO puppet config print is more likely to confuse users than it is to help them.
