The latest MSIs from last nights pipeline (based on the aio2 branch) are now available. These should contain cfacter built from master branch (there will be a versions.txt that can be found after installing the MSI that details which cfacter SHA was used)

When doing it that way, you need to manually copy cfacter.rb into Ruby's lib path (this is yet to be done correctly from the MSI, but also happens from make install). The file gets generated as part of a build, but you can copy lib/cfacter.rb.in from sources (dropping the .in) to your Ruby vendor dir, edit it to replace $ {LIBFACTER_INSTALL_DESTINATION} 
 with bin, and then set the environment variable CFACTER_DIR to C:\Program Files (x86)\Puppet\cfacter. cfacter.bat, which is installed as part of the MSI, already sets that environment variable for us.

No idea on the segfault but to clarify: the gem is called 'cfacter' not 'libfacter' so the irb tests should be require 'cfacter'. 
And the cfacter gem is not a native extension, rather it uses ffi: https://github.com/puppetlabs/cfacter/blob/master/gem/lib/cfacter.rb

Yep from code inspection I can confirm Peter Huene's hypothesis: Puppet.features.root? comes down to lib/puppet/util/windows/user.rb's {{admin?} method which uses Facter currently and, per Josh's comment, could perhaps be rewritten not to.

Using puppet's --cfacter option on Windows results in Error: Could not initialize global default settings: facter has already evaluated facts. 
An example is {{puppet apply --cfacter -e 'notify  { a: message = $facterversion } 
'}}. 
Peter Huene suggested trying if your winver  6, you could try commenting out the version check logic in admin? in lib/puppet/util/windows/user.rb to see if my guess is correct [that Puppet.features.root? uses facts on Windows but not POSIX]

Yep, on windows there are two different ways to determine if you're running with privileges or not. 2003 checks if the process token contains the Administrators SID, i.e. member of the local Administrators group. On later versions, we check if the process token has the TokenIsElevated bit set.
