We actually just (we hope!) dealt with this very issue in our last sprint, and the fix is lined up to go out with Puppet 4.5.0. See PUP-5296 and PUP-5825 , which affected RHEL and Debian chroots. I'm going to make this ticket a duplicate of one of those, but please don't hesitate to let us know if you run into any more problems. Notes: I ran puppet 4.4.2 in Ubuntu 16.04 and reproduced the described issue, and then ran puppet#master and verified that ntp and postfix do not suffer from the same issue. I believe the fix in PUP-5825 is what did the trick.
