If so, then we should only cache misses if always_retry_plugins is false (as it is when running puppetserver). Calls to confine for facts like \ { { operatingsystem} } end up trying to require a file \ { { operatingsystem.rb} } on every test before falling back to a fact value. Even a noop require is expensive and caching these negative lookups results in a significant reduction of garbage.
