Hi Eric,

This is intentional behaviour for the puppet run, as it will error out if it 
tries to load something and it doesn't exist. The work-around, as you 
suggested, is to create an empty .pp file.

I'm closing it as a non-bug.

Steps to repro
1. Add following line to site.pp
import 'nodes/*.pp'
2. Ensure no file exists under nodes sub-directory
3. Run 'puppet agent --test'
Expected: Agent run succeeds
Actual: Agent run fails as below
Error: Could not retrieve catalog from remote server: Error 400 on SERVER: 
Could not parse for environment production: No file(s) found for import of 
'nodes/*.pp' at /etc/puppetlabs/puppet/manifests/site.pp:22 on node 
puppet-nil.eng.com
Warning: Not using cache on failed catalog
Error: Could not retrieve catalog; skipping run

As a workaround, we'll probably create an empty .pp file - but this should not 
be required ideally.
