http://downloads.puppetlabs.com/facter/ seems to lag behind but the release
has been tagged for a few days now.

because that's what upstream puppet has told me to
It looks like the tarball is missing from
https://downloads.puppetlabs.com/puppet/ .
Please upload it as I use it for packaging (the base of what we install on
Gentoo).
