Thank you very much for your attention and for the tips.

I set the PuppetServer memory from 2 to 4 GB.

# /etc/default/puppetserver
JAVA_ARGS = "- Xms4G -Xmx4G"

I also adjusted the number of JRuby instances from 4 to 2.

# /etc/puppetlabs/puppetserver/conf.d/puppetserver.conf
max-active-instances: 2

It's been 4 hours since I made this configuration and the problem was
solved.

It used to happen every 30 or 40 minutes.
