Actually I am using puppet as a standalone.
I ran
*wget http://apt.puppetlabs.com/puppet6-release-focal.deb*
*dpkg -i puppet6-release-focal.deb *
*apt update*
then when I ran
*apt install puppet-agent*

No need to do this.
Puppet Agent ships required ruby version.
Just add the repo (http://apt.puppetlabs.com/puppet6-release-focal.deb) and
then install puppet-agent package.
