Yes, as mentioned in the release notes, hiera and the hiera puppet functions (hiera-puppet) are required for Puppet 3.0. That dependency is not limited to puppetmasters, which is why it isn't in the puppet-server section. With respect to /sbin files, the release notes mentioned the following: *
