The rubygems package is available from here: https://yum.puppetlabs.com/el/5/dependencies/x86_64/ So why wouldn't it be available from 6? I'm pretty sure it used to be there since I've kicked several rhel 6 systems that had no problem installing puppet from puppetlabs. Was it mistakenly
