You can even build a dedicated proxmox cluster for ceph, without vms if you
want.
(just ceph cluster with proxmox gui :)

Does this mean you are intending for users to install Proxmox VE onto a server
(or more likely a cluster of servers) for the sole purpose of being a Ceph
