Many thanks to those who replied with advice. I realised that 'systemctl restart corosync' was temporarily restoring quorum, but it was failing again after just a few minutes. This made me investigate more the requirement for a dedicated cluster link (which I don't have).
Eventually I realised that my network configuration was carrying many unused VLANs to my hypervisors, which was resulting in a lot of unknown unicast and broadcast traffic which was disturbing the cluster traffic. As soon as I removed the unneeded tagged VLANs, everything became stable. Many thanks again!
