So as a further followup, this has been going on in many places, and most people are concluding it's a scam. It happened to come across a different place I'm subscribed to... I'm not sure I'm suspicious enough to completely endorse their conclusion, but here's what a part of the gcc team responded - the report of their "bad links" were on sites that mirror old libstdc++ content and are way out of date (the official pages have long since had the reference to the expired site removed).
