Your installation of pyqt4 is not ok.
Tip: you may want to uninstall python, pyqt4 and pyqtgraph and then:
1) install pythonxy: https://python-xy.github.io/ (this will give you
python +pyqt4 + many other stuff)
2) reinstall pyqtgraph

them all but then he told us to open cmd and type "python" and enter. Then
"import pyqtgraph" and enter. Finally "python -m pyqtgraph.example"
