shutil.copytree incorrectly does not copy symlink contents if called
with symlink=False and ignore_dangling_symlinks=True.
The wrong behaviour can be reproduced like this:
$ tree
.
└── a
├── a.txt
└── b
└── a.txt -> ../a.txt
$ python3
