It seems that the system wasn't rebooted after a previous installation that
required a reboot. The specific component that caused the failure is the
Microsoft CRT, so there is nothing we can do about this.

No it seems a problem of the installation routine. If you have
installed a program before Python it sometimes doesn't work.
