Distutils is now deprecated (see PEP 632) and all tagged issues are being
closed. From now until removal, only release blocking issues will be considered
for distutils.
If this issue does not relate to distutils, please remove the component and

There are many open issues with .pypirc.
I don’t think that -r URL is a supported use case though; the docs should say
that the usage is to add a section in .pypirc to define a repo, then use -r
repo-section-name.
