The code in question was added a long time ago by Ronald as part of the initial 
OS X universal build support (3078fdb7cf3d for Issue1488098).  I'm not exactly 
sure what problem it was trying to solve ao I'm not sure that it's 100% safe to

Under https://docs.python.org/3/howto/descriptor.html#functions-and-methods , 
there're several references to unbound methods (including in expected output 
from the interpreter).

As known, unbound methods are gone in Python3, so seeing those are confusing. 
(I didn't sharply know that unbound methods are gone from Py3, so was pretty 
confused by the examples there, comparing them with actual output of Cpython 
3.4).

Raymond, in the meanwhile can the proposed patch be applied?
I don't think it's necessary to show that you need to import a module in order 
to test its functions.  Using modules also has the disadvantage that people 
might not know what result to expect if they are not familiar with the 
functions of that module (e.g. the only functions that return True/False in the 
math module seem to be isfinite/isnan/isinf), whereas everyone should know 
basic string methods.

So far as I can tell, the code in question is to do something so
that CXX variables like:
export CXX="env BAR=FOO g++"
work better.  However, it is broken for that case, and since it has
been broken since at least python 2.6, I think it would be better to
remove the code, as my patches do.

My patches do fix things for me on Linux on my case of:
export CXX="ccache g++"
and do not make things worse for the env case.

I can check on OSX if you like.

Proper use on my computer (PYTHONPATH may need adjusting on other systems):

Python2:
cd small_example
python setup.py build_ext build install --prefix=`pwd`
export PYTHONPATH=`pwd`/lib64/python2.7/site-packages
cd test
python a_test.py
# outputs 3

Python3:
cd small_example
python3 setup.py build_ext build install --prefix=`pwd`
export PYTHONPATH=`pwd`/lib64/python3.4/site-packages
cd test
python3 a_test.py
# outputs 3

Clean files:
rm -Rf build/ lib/ lib64/ example/example.py example/example_wrap.cpp *~ 
example/__pycache__/

Check for the bug:
export CXX="env BAR=FOO g++"
or
export CXX="ccache g++"
etc
Then run either the Python2 or Python3 test, and it will fail if this bug has 
not been fixed.

Such macros would make the code cleaner. But I don't think it should be 
provided as a part of API. It isn't hard to implement, it doesn't provide 
essential functionality of Python, and it doesn't hide implementation defined 
CPython internals. I rather consider it as private helper, so it should be 
declared with underscore prefix and inside the #ifndef Py_LIMITED_API/#endif 
block.

I don't see an implementation of Py_RICHCOMPARE. In any case I think it would 
be better to make the op parameter the first parameter.

_TemporaryFileWrapper.__iter__ is the problem (in #18879, __getattr__ was 
fixed, but __iter__ was not). The real world use case that helped me find this 
bug is at the bottom of this report, this is a simple reproducer:

I'm attaching a patch that fixes this (+ testcase).

Note: I actually discovered this while using

Opening FTP uses urllib.response, which in turn uses 
tempfile._TemporaryFileWrapper, which makes this example fail.

FWIW, since the goal is to replace just str.center, I'd write this as:

As soon as you're mixing in other formatting, then str.center couldn't have 
been used, anyway, so no sense bringing all of str.format to bear on the 
problem.

I would write it:

   "{:^{width}}".format(title, width=width)

By the way, in case it isn't clear, we acknowledge that in a perfect world 
center would work "right", but our judgment is that the pain of fixing it 
outweighs the benefit.  Our collective consensus on that could be shifted, but 
someone would have to be willing to argue it convincingly to the community (ie: 
not on the bug tracker).

[issue23698] Fix documentation for multiprocessing.Manager

This is closely related to issue23510.  The two issues are reacting to the same 
underlying inconsistency though in this issue the problem is more generally 
(and clearly) stated whereas issue23510 is more concerned with the consequences 
to using these as Context Managers.

The solution that gets implemented here should address both issues.

As mentioned in issue23510, I have a working fix though am looking for ways to 
further minimize the impact to existing code that uses Manager/SyncManager -- 
simply documenting the current inconsistent state is inadequate.
